Conservation board orders deck out of Delaney Brook buffer
Worcester Conservation Commission moves toward its first daily fine over repeat wetland violations.
Conservation · Meeting of October 5, 2026
Worcester Conservation Commission moves toward its first daily fine over repeat wetland violations. The board gave a Lake Avenue property owner 21 days to comply with an amended enforcement order before it considers assessing the $100-per-day maximum penalty allowed under the city's noncriminal disposition process, after a September 25 site visit found fresh disturbance inside a 15-foot buffer. Separately, commissioners told the owner of 11 Holden Street to redesign a deck built illegally within 30 feet of Delaney Brook, with one member saying "I failed to see really on what on earth you would do to offset this." The board also approved an order of conditions for a 278 Grove Street project adding two restaurants and an 11,000-square-foot retail building, after engineer Nick Dewhurst defended a stormwater detention system made necessary by soil contamination on site.
Commissioners lifted enforcement orders at three other properties after confirming completed restoration, and approved a driveway-narrowing design change for Kettlebrook Lofts' second phase on Main Street. All 15 votes taken passed unanimously.
