Other Committee · Meeting of August 25, 2026

Worcester's Public Works and Traffic and Parking committees held the city's 2025 pavement management plan in committee after a lengthy joint briefing. Commissioner of Transportation and Mobility Steve Rawley said the city's 2023 resurfacing backlog totaled $288 million and that the pavement management plan's preservation-focused approach, now closer to $20 million a year after inflation, could raise the citywide pavement condition index toward 80. Assistant Commissioner Jay Mello detailed problems with last year's rubber chip seal work, which left loose stone on lawns, attributing it to steep grades, street parking and hot weather.

Councilor Satya Mitra said, "Right now, everybody say that our streets are horrible. I want to change that image." Coombs Road resident Maria Kaplanis told councilors her dead-end street is "down to the dirt" after three years without repair. Officials said this year's roughly $20 million city budget plus a $2 million MassDOT grant for Grafton Street brought total pavement spending to about $22 million.

Both committees voted 3-0 to keep the item open for further discussion.
