Worcester's Municipal and Legislative Operations Committee held a packed hearing on reviewing the city's 40-year-old charter, then voted 3-0 to table a recommendation rather than endorse the effort outright. City Clerk Nico Vangeli said a Charter Review Commission requires about 18,000 certified signatures, 15 percent of the city's 120,000 registered voters, to reach the 2027 municipal ballot. Councilor Gary Rosen said "100 people getting 200 signatures each" could get it done and pledged to collect his own, while Councilor Maurice Bergman said he wants a non-binding referendum first, calling Rosen's proposed wording something he was "uncomfortable with." Chairperson Councilor Sacha Mitra said "I think 40 years is a long time not to review the charter" and asked staff to report back on which changes need a full commission versus a faster special act.
More than a dozen residents spoke, almost all in favor of review; one speaker called the effort "an end around" tied to the city manager's opposition to a civilian review board.
