What happened

The committee discovered that scoring spreadsheets from at least two members, including Steve and Ping, were missing or incomplete due to technical upload failures and a forgotten phone charge. Members debated policy changes for the chair's letter to the city manager, including raising the funding cap for first-time applicants from $10,000 to $20,000 and requiring matching funds for capital projects over $100,000. The city's HUD allocation came in about $12,000 below the prior year, constraining the budget even as some members proposed expanding support for new applicants.
